After a fair amount of back and forth with the city the plans are finally approved. The building is the largest possible to design as an unlicensed architect: 4 units and 2 stories. The two story rule was really tricky since the building steps up the hill. At first the plan checker said it was 4 stories! After perusing the definition of a basement and tapping an obscure code rule known as the "split building rule" which was recommended by Jay Vanos, the building is officially two stories.
